However, colonial-era policing legacies persist, prioritizing elite interests over public welfare, leaving justice systems ill-equipped to address modern challenges. Without addressing systemic flaws, aid to these broken systems remains ineffective, though shifts in international policy, such as proposed changes by the World Bank, could strengthen justice systems and protect vulnerable populations.
