He has served as campaign manager to Mayor of New York Michael Bloomberg, communications director to Senator Chuck Schumer, and was himself deputy governor of Illinois. Handy’s attempt to offer benefits like pensions and healthcare to its independent contractors faced significant resistance from unions and Democratic politicians, who opposed changes to labor laws that could benefit non-unionized workers. Despite Handy’s innovative proposal to create a benefits fund for sharing economy workers, unions like SEIU 32BJ, which did not even represent housekeepers, blocked progress due to political motivations, including leadership re-elections. Governor Cuomo’s office deferred to union opposition, ultimately stalling Handy’s efforts in New York. However, Handy and Bradley Tusk continue to push for legislative reforms, understanding that overcoming entrenched political interests requires both creativity and persistence.
